Donald Trump has long championed the principle of state sovereignty, believing states should have the freedom to determine their own policies without excessive federal interference. Joe Bourgeois: Visionary Leader, Advocate, and Builder of a Better Texas

Joe Bourgeois is a trailblazer whose life’s work has been defined by resilience, innovation, and service. From his early days as a student advocate to his leadership in transformative statewide initiatives, Joe has consistently demonstrated an unwavering commitment to improving the lives of others. As a producer, advocate, and innovator, he has turned challenges into opportunities, inspiring others to believe in a better future and take action to create it.

Early Challenges"

Joe’s journey began with challenges that could have held him back but instead became the foundation of his success. Diagnosed with Autism and Asperger’s, he faced stigma, bullying, and the weight of being misunderstood. As a child, he was often teased and labeled “Rain Man,” but when he watched the film, he discovered that the character was a genius with an extraordinary ability to solve puzzles. This realization transformed his perspective, allowing him to see his own unique strengths and embrace them as tools for change.

"Lifelong Advocacy"

Growing up, Joe’s life was marked by personal tragedy. He lost his brother to a drunk driver, a devastating event that ignited his passion for advocacy. As a teenager, he became the youngest  student advocate for Mothers Against Drunk Driving (MADD) in Southern California. His work with MADD included raising awareness about the dangers of drunk driving and advocating for stricter laws to protect victims. 


While advocating to his peers in schools all across Southern California, Joe conceived and helped implement the DUI Impact Panel, a program that brought convicted drunk drivers face-to-face with the families of victims. The panel aimed to foster understanding, accountability, and prevention. Today, the DUI Impact Panel is used nationwide, reflecting the lasting impact of Joe’s early work.


The first ever DUI Victim Impact Panel took place on September 14, 1988 at Camp Pendleton in Oceanside, California and was broadcast on the TV show, "USA Today" through the ABC Network.

"Joe’s Professional Career Took Off"

As a producer at WEBY Radio in Florida, where his creative leadership became a platform for community-driven solutions:


• Hurricane Relief Efforts: In September 2004, shortly after Hurricane Ivan, Joe conceived the idea for Rebuild Northwest Florida live on air while the Property Appraiser, Greg Brown, was emotionally devastated about the destruction of Northwest Florida. Three days following this “Idea” on air, Garret Walton and other members of the community created what is now, “Rebuild Northwest Florida. This innovative disaster relief model united diverse groups to rebuild communities, setting a new standard for collaboration in times of crisis.


Joe also mentored four students, teaching them leadership and problem-solving as they helped implement the initiative. This approach not only transformed Northwest Florida but also inspired efforts like Rebuild Joplin in Missouri, Hunger Aid, and now Operation Rebuild Texas.


• Education Advocacy: Joe led a campaign to raise $7,823 to provide over 1,500 classrooms in Santa Rosa County with American flags, ensuring compliance with the Carey Baker Freedom Flag Act. By supervising four honor roll students representing elementary, middle, and high schools, Joe instilled in them the values of civic pride and teamwork, demonstrating his dedication to empowering the next generation.

"A Passion For Leadership & Innovation"

Joe’s dream of serving in the military was cut short by a childhood injury to his left elbow, preventing him from completing the enrollment process. While this setback was deeply painful, it fueled his determination to find other ways to serve his community and country. Joe worked for "Jerry Payne" as the Promotions Director for the United States Entertainment Force (U.S.E.F.) that was producing for the USO. The U.S.E.F. has not been active since Joe's departure in the Fall of 2008 and there has not been any other major event since then. Joe’s intention is to create a  platform for all forms of entertainment to be able to serve the military through the USO. Bob Hope would want this.


 In November 2024 Joe reached out to Senator Ray Lopez's office who bridged a pathway to assist in getting a new "USO Entertainment Production" established. On January 8, 2025 a meeting took place to begin laying out a "Plan of Action" to begin forming a new USO Entertainment Production Team made up mostly by entertainers to H.E.L.P secure the pathway for boosting morale for our Troops serving oversea.


If all goes according to plan, We hope to have the first USO event by Spring 2025.

"Hunger Aid: Combating Food Insecurity"

Joe’s leadership extended to the creation of Hunger Aid, an organization dedicated to eradicating food insecurity through sustainable solutions. The cornerstone of this initiative is the L.O.V.E. Tower (Living, Organic, Vertical Ecosystem), a groundbreaking vertical farming project designed to produce food year-round while conserving resources.


This revolutionary project is being realized through partnerships with the University of North Texas,  the Arise Veteran Foundation, and the City of Estelline, Texas. Together, they combine cutting-edge research, practical implementation, and veteran-driven leadership to make the L.O.V.E. Tower a reality in Texas. This effort not only addresses food insecurity but also positions Texas as a global leader in agricultural innovation.

Joe’s commitment to creating solutions for Texas’s most pressing challenges is embodied in Operation Rebuild Texas, a comprehensive plan that includes:

• Education Reform: Enhancing resources for teachers and students to secure Texas’s position as a leader in education.

• Border Security with Compassion: Combining strong security measures with the creation of the Texas Emergency Management Agency (TEMA) to manage disaster relief and humanitarian efforts.

• Economic Innovation: Fostering partnerships between Texas’s oil and agricultural industries to revolutionize food production and sustainability.

Joe’s leadership is rooted in the values that define Texas: independence, resilience, and an unyielding commitment to community. His work reflects these principles, combining bold ideas with pragmatic solutions to create a future where every Texan has the opportunity to thrive. Inspired by the book, "Alamo Letters" this has driven Joe back to the Roots of the beginning of Texas.
